Not being Apple apologist here,[1] I do think Apple has a marketing and explanation problem with its App Store fees. Something may be Steve Jobs could have done a much better job at it. Apple currently sends $10 per devices to its services revenue as cost to OS, iWork, iCloud etc. IIRC it started in 2016 and backdating to 2014. Apple also use the revenue from App Store for WWDC, continuing work on software development and security update. All of these are legitimate reasons.
Then there is App Store regulation problem. Which is separate to the price / cost of running App Store. That is a much more difficult problem to argue for, practically in 2025 quite literally the society is requires smartphone to compete across all sector of business.
